The Blues lead the race to land the Colombia international and are preparing a £12m offer, according to The Sun.
Antonio Conte's scouts monitored Arias, 24, during the Copa America.
And it is claimed they are set to check him out again when PSV kick off their season against FC Utrecht on Saturday.
The Dutch champions are reportedly open to selling Arias, who fancies a crack at the Premier League.
